Bill Warner

Bill was co-founder of CacheFlow (now Blue Coat Systems: BCSI) in March 1997 and served as the company’s Vice President of Sales and Business Development until April 2001, when he decided to retire. CacheFlow builds network infrastructure products for businesses to efficiently deliver web content across networks.

Bill held executive positions at several companies prior to CacheFlow. He spent over twenty years in high technology. In 1980 he joined Sperry-Univac (now Unisys: UIS) where he held a number of sales management responsibilities for the defense and aerospace industries.

He joined Silicon Graphics (SGI) in 1986. In his ten years with Silicon Graphics he was part of the senior sales management team that grew revenues to over two billion dollars. His tenure at SGI also includes managing a joint venture with AT&T and Time Warner that delivered software products for interactive TV systems.

Currently Bill invests and advises early stage technology companies focused on systems, networking, or software technology.

Bill and his wife, Anne, have two children: Chase and Molly. The family resides on the Monterey Peninsula.

He is a graduate of the University of Kansas (B.S., Political Science and Business).

Bill’s activities include golf, photography, music, and mentoring young adults.

Vice President
Bob Kavner

Bob Kavner is a private investor in early stage technology companies. He is  Chairman of Earthlink and  Ironport Systems and  has been Chairman of the Board of Overture Services ( purchased by Yahoo.) Bob is a member of  the Board of Shop.com, Pandora and Idealab. He has also been actively involved with the creation of new technology businesses at Idealab since its inception in 1995.  From 1997 to 1999 he was Chief Executive Officer of On Command Corporation, the leading supplier of video on demand system to the lodging industry.

From 1984 to 1994 Bob was an Executive Vice President of AT&T, where he served as Chief Financial Officer for several years before assuming operating responsibilities for several business units. In 1992 Bob was named CEO of AT&T’s Multimedia Products and Services Group. Additionally, Bob was a member of AT&T’s Executive Committee. 

He was a General Partner in Coopers & Lybrand and Chairman of the Information Industry Practice. He joined Coopers & Lybrand in 1965.

Bob previously has served on the board of FleetBoston Financial, Tandem Computers, Sun Microsystems, Duracell International and Philips Telecommunications.

Now that Bob is not working in a full time job, he is devoting his available time to supporting a several  national and community organizations. In particular he is a proud member of the Board of Trustees of the Naval Postgraduate School Foundation. Bob is committed to help the Foundation improve the life of the NPS students who are tomorrows leaders in our national defense, bring innovative programs to NPS that can enhance our defense and to help bring the technology partnership between business and the military.

Bob  attended Adelphi University.  He is married to Allyson Kavner and they have four children and four grandchildren.

Ken Petersen

CERTIFIED FINANCIAL PLANNER® Professional Ken Petersen is a Registered Securities Principal and Registered Investment Advisor Associate of Petersen & Ramistella, Inc. in Monterey, California. He has an MBA with an emphasis in Finance from Old Dominion University in Virginia, an MS degree in Operations Research/Systems Analysis from the Naval Postgraduate School in Monterey, and a BS in Engineering from Illinois Institute of Technology in Chicago.  He is also a graduate of the College of Financial Planning and is board-certified as a Financial Planner by the Certified Financial Planner Board of Standards.  He is licensed as an Enrolled Agent (tax specialist) by the U.S. Department of the Treasury.  He has earned the AIFA® (ACCREDITED INVESTMENT FIDUCIARY ADVISOR®) professional designation, awarded by the Center for Fiduciary Studies, which is associated with the University of Pittsburg, and certifies him to conduct investment fiduciary audits and/or reviews.  He is a member of the Financial Planning Association, the National Association of Enrolled Agents, and the California Society of Enrolled Agents.

Because of his tax and financial planning expertise Mr. Petersen has been interviewed on several local radio and TV stations including KSBW, KMST, and KMBY.  He writes a weekly Financial Planning column in the Monterey County Herald.  He is active in community service, served on the Board of Directors of the Big Sur International Marathon for its first eight years, and currently serves on the Hospice Foundation Planned Giving Advisory Council, the Community Hospital Foundation Planned Giving Council, The NPS Foundation Board of Trustees and Executive Committee, and the CSUMB Planned Giving Counsel.  He is a past-president of the Pacific Grove Rotary Club.  He is a past-commander and volunteer pilot for the Monterey County Sheriff’s Aero Squadron and a member of the Sheriff’s Advisory Council.

Mr. Petersen specializes in investment management and financial planning for professionals and retirees.  He listens to his client’s goals and focuses on helping them  achieve those goals with minimum risk, allowing his clients to enjoy peace of mind.  He develops and monitors investment portfolios using various techniques to control risk while still meeting his client’s goals and objectives. He serves as his client’s personal financial advisor by providing financial planning, estate planning, retirement planning, income planning, insurance planning, and tax planning as needed.

Secretary
Darnell M. Whitt II

Darnell Whitt is a specialist in American foreign policy and international security, for which he has served in a variety of appointments in and out of government and academic institutions.

Most recently, he was a professor of defense policy a the Defense Resources Management institute, a teaching and research center founded and supervised by the Secretary of Defense, and located at the Naval Postgraduate School in Monterey, California. For more than thirty years, the Institute has offered graduate-level courses on analytical decision making and national-security affairs to nearly 25,000 senior military officers and civilian officials from the US and 140 other nations.

While serving in this position, Dr. Whitt helped to draft Congressional legislation in 1990 which expanded educational aspects of US defense security assistance worldwide by emphasizing attention to the newly-democratic states of Central and Eastern Europe, Central and South America, and sub-Saharan Africa. As part of this program, he taught short courses on political-economy and civilian control of military activities throughout these geographic areas, as well as in the Institute’s regular resident courses in California.

Before joining DRMU in 1998, Dr. Whitt served for eleven years as Intelligence Advisor to the Under Secretary of Defense for Policy, the Pentagon’s four-star equivalent third-ranking civilian official who directs the Defense Department’s role in the national-security decision-making process. Later during this appointment, Dr. Whitt coordinated Executive-Branch support for the National Commission on Integrated Long-Term Strategy, sponsored by the White House and Defense Department. For distinguished performance in these assignments, he was awarded the Defense Meritorious Civilian Service Medal by the Secretary of Defense in 1981 and again in 1988.

During the 1960’s and 1970’s, he taught and published research at the Johns Hopkins University School of Advanced International Studies and the Georgetown University of Foreign Service; and he held appointments in the Office of the Secretary of Defense, the Department of State, and the US diplomatic mission to NATO I Paris and Brussels. He was also Executive Director of the Committee of Nine, a distinguished group of international experts who reassessed European-American relations in view of major trends in political, military, and economic developments.

A graduate of Harvard College and a Captain in the Naval Reserve, Dr. Whitt is author of or contributor to many articles, books, studies, and reports; and he has been a speaker or participant at events with over 120 professional organizations. Among other affiliations, he has been a member of the International Institute for Strategic Studies in London since 1965.

Board Members

Past President, NPS Foundation
Admiral Henry H. Mauz

Admiral Henry H. Mauz, retired from the Navy in November, 1994. He served over 35 years on active duty after graduating from the U.S. Naval Academy. His initial assignments were in destroyers in the Pacific Fleet followed by a tour in Vietnam where he was in charge of ten River Patrol Boats operating on the rivers in the Mekong Delta. He went on to command three ships; a minesweeper, a guided missile destroyer and a cruiser. His professional education included the Naval Postgraduate School, the Air Force Command and Staff College, and the Naval War College. As a flag officer, Admiral Mauz commanded the carrier battle force that conducted operations against Libya in 1986. He later commanded the U.S. Seventh Fleet in the far east and Naval Forces Central Command during Operations Desert Shield. He was the Deputy Chief of Naval Operations and then Commander in the U.S. Atlantic Fleet from 1992-1994 before retiring in 1994.

 

Personal decorations include five awards of the Distinguished Service Medal, the Defense Superior Service Medal, the Legion of Merit, the Bronze Star with Combat “V”, the Meritorious Service Medal, and three awards of the Navy Achievement Medal. Foreign awards include the Japanese Order of the Rising Sun, Gold and Silver Star, the Canadian Meritorious Service Cross, and the French Merit National.

 

Upon retirement from the Navy, Admiral Mauz and his wife Peggy moved to Pebble Beach, California. The Admiral is Chairman of the Naval Postgraduate School Foundation. He serves on the Board of Texas Industries, Inc., the Board of Conway Inc., and the Advisory Council of Northrop Grumman Ship Systems, Inc.

Skip Armstrong

Rear Admiral Armstrong retired from active duty with the United States in October 1987 after 32 years as a Naval Officer. A Naval Aviator with over 7000 hours in more than 60 fixed and rotary wing aircraft, he held both aviation and surface ship commands. While on active duty, Admiral Armstrong’s specialties were in the areas of strike warfare operations and in strategic planning, gaming and analysis.

Rear Admiral Armstrong retired from the Northrop Grummon Corporation in July 1995 after eight years. At Northrop Grummon he held senior executive level positions in general management, military customer requirements, program management and strategic and business planning.

Admiral Armstrong is a Senior Fellow of the Center for Civil Military Relations at the Naval Postgraduate School. In this position he has traveled extensively. He also serves on the Board of Trustees of the Naval Postgraduate School Foundation.

Rear Admiral David S. Bill III, USN (Ret)

Rear Admiral David S. Bill III, is a native of Norfolk, Virginia, the son of a career Naval Officer, and a graduate of the United States Naval Academy. He attended the Royal Naval Staff College in Greenwich, England, and has an electrical engineering degree from the Naval Postgraduate School in Monterey, California.

RADM Bill was a Surface Warfare Officer who served in destroyers as a junior officer and had four commands, USS MAHAN (DDG42), USS MOBILE BAY (CG53), USS WISCONSIN (BB64), and USS ENTERPRISE Carrier Battle Group. He also served in increasing positions of responsibility ashore in Puerto Rico, Italy, the United Kingdom and Washington, D.C. Included in his shore assignments was duty as Executive Assistant to the Commander of the Naval Sea Systems Command, a Fortune 500 level organization; Director of all U.S. Navy Surface Warfare programs on the Staff of the Chief of Naval Operations; Operations Officer and Deputy Commander of the Atlantic Fleet; and Deputy Commander-in-Chief of U.S. Naval Forces in Europe.

A highly decorated combat veteran, RADM Bill made 150 combat patrols on River Patrol Boats in Vietnam and commanded the Battleship WISCONSIN during the 1991 Gulf War.

Following his retirement from the Navy in 1998, RADM Bill was Managing Director of a privately held development company which successfully built and opened exclusive private clubs in South Carolina and Newport, Rhode Island. Subsequently, RADM Bill was the Executive Director of the Naval Postgraduate School Foundation in Monterey, California, CEO of Xslent, LLC, a computer technology company and a Director on several private company boards . He is currently on the faculty of the Naval Postgraduate School.

RADM Bill is an avid sportsman and golfer and is a member of numerous clubs and associations, including the Cypress Point Club, Newport Country Club, Sunningdale Golf Club, Monterey Peninsula Country Club, the Newport Reading Room, and the Old Capital Club of Monterey.

I am a NPSFI Board member because I strongly believe in the miission of NPS and the importance of properly educating and preparing our future military leaders for the enormous challenges that our country will face in the future.

Michael Chandler

Michael Chandler is president of General Dynamics Information Technology, $3.5B professional services, system integration and IT Infrastructure Company, whose primary customers include all military services, DOD and national intelligence agencies and telecommunication service providers.  Mr. Chandler serves on the board of directors of the Armed Forces Communications and Electronics Association and the Information Technology Association of America.

Prior to joining General Dynamics, Mr. Chandler served 20 years in the United States Navy.  A pilot and aeronautical engineering duty officer, he was designated a specialist in both anti-submarine warfare and spacecraft payload engineering.  A student at the Naval Postgraduate School during the late-seventies, he recognized and appreciated the world-class faculty and its potential to make meaningful contributions to meeting the challenges faced by our military and by the aerospace and defense companies on whom the military depends for innovative and cutting-edge solutions.  He has been an active proponent and supporter of NPS since that time.

Mr. Chandler holds a Bachelor of Science degree in electrical engineering from Auburn University and a Master of Science in management from the Naval Postgraduate School.  He is also a graduate of the Stanford University Executive Program.  He and his wife, Susie, reside in Virginia and have a second home in Pebble Beach, California.

David B. Deniger

Mr. Deniger is a retired private equity investor. Over the past 35 years Mr. Deniger has been a founder, CEO and portfolio manager of a number of investment strategies with intuitional investors, high net worth families and major capital sources. Since 1993 Mr. Deniger has been a partner in a series of discretionary private equity funds with Hicks, Muse, Tate & Furst and Olympus Partners where he has served as the CEO and General Partner. Combined equity under management exceeded $50 billion.

Also during  his career Mr. Deniger served on a number of Boards of Directors and senior management positions including:

  • Founder and CEO of GE Capital Realty Group, a subsidiary of General Electric Capital Corporation organized and invested in excess of $5 billion for GE and their co-investors.
  • Minority owner and Board Member - Texas Rangers Baseball Club, a Major League Baseball franchise.
  • Minority owner and Board Member - Dallas Stars Hockey Club- National Hockey League 1999 Stanley Cup Champions

Richard Elster

Dr. Elster has just stepped down as Academic Dean and Provost of the Naval Postgraduate School (NPS).  He served in this position since July, 1995.  In earlier years, he served as Associate Provost for Instruction, as a department chair at NPS, and held the Navy’s Manpower Chair at NPS.

Dr. Elster has served in several Department of Defense positions in Washington, D.C.  In the mid-1970s, he served in the Office of the Secretary of Defense and then as Senior Science Adviser to the Deputy Chief of Naval Operations, Admiral James Watkins.  In the mid-1980s, he served as Deputy Assistant Secretary of the Navy for Manpower, and as Acting Assistant Secretary of the Navy for Manpower and Reserve Affairs.  In this period, he was also tasked to establish what is now known as the Personnel Security Research Center, an organization which reports to the Office of the Secretary of Defense.  For his work, he was twice awarded the Navy’s Distinguished Civilian Service Award.

In the early 1990s, he served as the Deputy Assistant Secretary of Defense for Resource Management and Support. 

He was recently selected as a Fellow of the California Council on Science and Technology.

Suzanne Gehri

Suzanne Gehri has over 30 years experience as business executive and military professional. A retired US Air Force Colonel specializing in international/joint logistics and airlift operations, her 24-year career included both squadron and group commands, a joint tour as Chief of the US European Command’s Logistics Operations and International Divisions, and four years as an Instructor/Assistant Professor at the US Air Force Academy.  

She is the co-founder and CEO of DeFeo Gehri Associates, Inc--a small, private company which provides specialized aerospace and defense business development expertise to companies seeking first-time entry into the Department of Defense marketplace. DeFeo Gehri clients have included Dynamics Research Corporation (DRC), Andover, MA; SAP Public Services, Inc., Newtown Square, PA and Aeronautical Radio, Inc. (ARINC), Annapolis, MD.  In that capacity, Ms Gehri has also been a consultant logistics and transportation for the RAND Corporation’s Project Air Force. In addition, as a consultant to SAIC, and at the request of the Secretary of the Air Force, she recently teamed with Admiral (ret) Charles Larson to co-author the “Larson Report”—a comprehensive and comparative review of the US Air Force Academy faculty.

Since 1998, Ms Gehri has also been a part-time Senior Lecturer at the Center for Civil Military Relations at the US Naval Postgraduate School, and is Chairman of the Advisory Board of the School of International Studies, University of the Pacific (UOP) in Stockton, CA. She has a BA in International Relations from UOP, and an MA in Political Science from UC Berkeley.

Dr. Daniel Matuszewski

Occupation: Consultant-Analyst /  Past-President, IREX, Washington DC

A long-time admirer of the unique mission of NPS, I had hoped to bring some of my own relevant experience and expertise to the service of the School.

For 30 years I was privileged to serve as a senior executive and president of several national organizations conducting international scientific and professional training  programs in the countries of the former Soviet Union, Eastern Europe, the Caucasus, Central Asia, Mongolia, China, and Turkey.

With extensive travel and residence in those states, I worked closely with new political, economic, and military elites who had developed vested interests in a stronger American connection.

After the collapse of Soviet structures in the early ‘90s, I helped build substantial corporate contacts and fundraising approaches with such companies as Boeing, Microsoft, the American International Group and others interested in expanding their investment strategies in the region.

With this background, and also as a graduate of the Defense Language Institute’s Russian programs in an Army counterintelligence unit, I am deeply aware of the unique missions and capabilities of both DLI and NPS, and will continue to look for new ways to support these extraordinary national institutions.

Richard J. Pagnillo

Education:
BS, US Naval Academy 1959
MS, US Naval Postgraduate School, 1965
30 hours postgraduate work in accounting and taxation, American University and Golden Gate University

Served on active duty in the Navy until 1971. Primarily served as a pilot/tactical coordinator in ASW aircraft. Taught at the US Naval Academy. Was in Cuba during the missile crisis and had two tours in Vietnam. Served as a Naval Reserve officer and retired in 1980 as a commander.

Worked for a CPA firm for two years, managed a business, and then established a tax preparation and consulting business (1975). Sold that practice and became a partner with Kenneth Petersen in 1990. Is an enrolled agent since 1982 and a director of the San Jose chapter of the state organization of enrolled agents. Was Chief Financial Officer of the Monterey Alliance on Aging (1994-1997).

Volunteer work: coach of youth baseball and softball, church parish council and treasurer, home owners association, eight years on the Monterey Peninsula Unified School District Board of Trustees, served on the board of directors of Leadership Monterey, and on the county ad hoc committee on supervisory redistricting.

Memberships include the American Legion, Navy League, Rotary Club, Disabled American Veterans, USNA Alumni Association,  and a trustee of the Naval Postgraduate School Foundation since 1996.

Mary Ann Leffel
